The Demise of the 28-Clause Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency triggered by the presentation of a new 28-article proposal for resolving the conflict appeared – briefly – to have been contained. A senior US official spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of aerial bombardment on Kyiv.

The Rhythm of Diplomacy and Destruction

The succession of contrasting events captured the bleak nature of the outgoing year. By day, political struggles are conducted: hopeful statements are released from various governments. Significant resources is allocated on restraining specific proposals. By night, the Kremlin brutally reminds the world that, for them, war remains the primary tool for achieving "peace".

After-Dark Attacks

As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is able to track rocket firings from across the border, a capacity enabled by timely intelligence. From witness perspectives, defense planes that had been scrambled to counter approaching aerial threats roared overhead – sophisticated military planes delivered to Ukraine by NATO members.

Shortly after, Kyiv's air-defence systems engaged: several firings deployed against a Russian ballistic missile. This was a sophisticated defense system at work, presumably delivered by allied countries. Every firing jolts you unexpectedly, rattling buildings. The instant of fear quickly becomes sober acceptance: possibly the approaching threat won't hit its mark this time, sparing the city from catastrophe and additional electricity failures.

Persistent Threats

Following this, a heavy machine gun fired at a unmanned aircraft in the vicinity, part of a rapid response unit – almost certainly Western-made equipment. Regrettably, the projectiles didn't strike the enemy aircraft – it maintained course toward its objective.

Periodically, this continued until dawn. Kyiv awoke to the early updates: multiple fatalities, devastation and utility failures in many homes as a result of the evening attack. As always, everyone still went about their day – enduring hostilities. But those full day demonstrated Ukraine's critical military reliance on international aid – a need that European nations are evidently unprepared to fill in the near term.

Ineffective Peace Efforts

The comprehensive proposal from US administration generated strong feelings, discussion and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.

Every new initiative from American administration adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually win the battle. This trend will, undoubtedly, continue.

Political Considerations

It is easy to blame certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. American leadership operates on a assumption familiar among experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The American government presumes that it is unrealistic to force Russia to surrender the areas that it presently holds in Ukraine's southern or eastern regions.

The problem is that while accepting these circumstances, US leadership does nothing to deter Moscow, through words or deeds, from believing that the situation will not evolve additionally in its favour in the near future.

Opposing Positions

Therefore, Moscow is confident that time is on his side – that Ukraine and its allies are coming close to fatigue. Their motivation to sign a deal that does not give them the largest achievable advantage is close to zero. There may be numerous efforts to achieve ceasefire, but they will continue as long as Russia's leader remains supremely confident in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still hold out, progressively conceding people and territory but preventing a complete military breakdown until situations evolve in its benefit.

Existing Situation

Factually, there are no genuine requirements for a ceasefire. Now, individual motivations are coming into play: leadership ambitions to negotiate peace and secure international recognition, and the government's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any proposal Kyiv finds unsuitable, so that their focus does not shift toward homefront challenges. And although their objective will now be much harder after current events, it remains quite doubtful that this will change their overall approach.

These conflicting dynamics are driving the talks.

Conclusion and Outlook

It took a only one week to eliminate the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by Washington, pushback by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, current information leaks, all did their job.

While new plans based on previous concepts are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to change the course of events, if they stand together and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, largely rely on sustained allied backing.
